本稿は2008年9月にドイツ連邦共和国の首都ベルリンの小学校を訪問し、学校安全の現状を視察した際のインタビュー内容をまとめた報告書である。訪問先の地区では、外国人の青少年が学校に侵入して暴力事件を起こすという問題が多発しており、学校では、校門に警備員を配置するという緊急対策を行うとともに、長期的な対策として、外国人児童の社会適応を促すためのプログラムを実施していた。訪問時は、警備員を導入して半年経過した時点であったが、事件の発生件数が減り、児童の安心感が増すなどの効果が現れているとのことであった。本稿の最終章では、社会心理学的な観点から、暴力事件の背景となっている心理要因と解決の方法について議論した。This report was written based on the interview when we visited an elementary school in Berlin and inspected the current state of school safety. In the district we visited, the problem of foreigner's youth's invading school and causing the violence happened frequently. To solve the problem, the school arranged the guard in the school gate, and executed the program to adjust foreigner pupils to German society. We heard that the number of invasion was decreased, and the pupil's sense of security was increased 6 months after they arranged the guard. The final chapter of this report discussed about the psychological factors behind the violence and the method of solving the problem from a social psychology viewpoint.
